I am not well versed on the technical aspects of things, but from what I can understand,
HA can definitely migrate a lot, especially during the first few days and weeks. That is why it's said to be so important to massage & mould it around your penis regularly and smoothen it out during that time.
From what I've heard, after that period it becomes a lot more stable and the migrating either stops or really really slows down. I think some people have reported fillers moving slightly more towards the base long term.
