The filler adds the appearance of Flaccid length. Fillers in it of themselves don't generate any "new" length, but instead, inhibit or limit the amount your penis retracts than it normally would (i.e. growers). For those who are show-ers, fillers plump the unit, also creating the appearance of a longer Flaccid, albeit maybe not nearly as noticeable as you'd have with growers.

Since Turtling isn't a very flattering shot, they're hard to come by. Your best bet is to search PB 2.0 & 3.0 with terms like "retraction" and "Turtling" as a good starting point.
