Next time you go to a public restroom in a shopping mall, etc. try to estimate how many guys actually wash their hands after using the bathroom. Hint, the percentage of those who do is probably smaller than you think. I'd imagine people not washing their hands have a propensity of not being too keen on staying clean in general. ..and if so an uncircumcised member would be a breeding ground for bacteria.
