The blue line shows the length of the real shaft skin in comparison to the length of the black line. As you can see from you photo, the lines are nearly identical in length. Whilst in the other photo the blue line is about half the length of the black line.
This is actually a relevant post for those considering PMMA as the same pretty much applies to them, but to a slightly lesser extent.

FFT is rarely permanent. Sometimes it is. Sometimes it just needs a touch up every few years. Sometimes in needs regular touch ups. Sometimes is totally absorbs. Sometimes it partially absorbs, leaving uneven contour and fatty lumps.
In most cases I don't recommend it at all. But in your case I'm confident that the worst case scenario (other than complications possible with any procedure) is that it reabsorbs and you waste your money. In most cases I think there is a much greater risk of poor aesthetics and feel. But with your skin, this is unlikely to be an issue.
PE procedures in general should be a last resort. In these cases I usually would suggest PMMA a head of the other options. But if there is a possibility one has a good shot at a decent outcome with FFT, then I think that should be tried first. Yes it's more expensive and could prove a total waste of money, but the financial side of these things shouldn't be a major part of the decision making process. Ultimately it's better to have fat inside your penis than plexi glass. Sadly for most guys fat just wont give a satisfactory result, so it's not worth risking.

Preoccupation gets a lot worse if you aren't happy with the result, which most men aren't. No one ever seems to think of it like that and use the fact they are pre occupied with their size as a reason to have a procedure.

Statistics and my perception, or rather careful observation. I've been a member of numerous enlargement forums over the years and have followed surgical enlargement as closely as anyone I've encountered. I'm very objective and thus the knowledge from what I've observed over the years really is of great value. The reason I think you have a higher chance of success with FFT than most, isn't based on a hunch, but careful observation of lots of results.

The are different levels of preoccupation. At the moment you have a good size and nice looking penis, but are still bothered with it. Imagine what it would be like if you seriously deformed it? At the moment you seem to be able to have sexual relationships. Would you be able to do so if you thought your penis was a deformed mess?
I always tell people that the decision process is about risk and reward. For some guys there penis size effects their lives so negatively, that they lack any ambition or drive in life, are too depressed to have a social life and far too ashamed to consider having sexual relations. That is serious preoccupation and thus it's probably worth the risk, as even if things go wrong, is their life going to be much worse?
Looking at your penis, I do think you have a higher chance than 90% of guys of being satisfied with FFT. But you need to be very aware that regular top ups will probably be needed and it might feel a bit softer than it currently is. One of the reasons I occasionally think FFT is a better first option, is when the person has already indicated they are prepared to have PMMA. It seems that PMMA can be used as a good way of correcting FFT for guys that don't get good results. Given there is this full back option, then it is probably wiser to at least try FFT first, as we know fat is very safe and you don't need to worry about it in the long term.
But overall my advise would be to do nothing and just wait. I'm not against people wanting to enlarge their penis, I'm simply preaching patience. In a couple of years we'll have a much clearer view of PMMA and other possible advances, so I strongly advise all but those in a desperate state to hold off as long as possible.
If you do decide to go ahead with Mr Viel, please keep us updated every step of the way. We don't have any decent progress threads with FFT and your case will be of particular interest, as I think you have an ideal penis for the procedure.
