 The penuma does not give you (Erect) length over time, nor do fillers. The amount of weight needed to create traction significant enough to (hopefully) gain length isn't sufficient enough from either the penuma or fillers.

At best, Flaccid length may improve, but this is largely due to the presence of a foreign material, and not "length over time via traction."
