Ive always hated my Body, i was the fat ugly kid my whole life and i will do ANYTHING to fix my Body. Due to your history I would first do 2 things. Make an appointment with your Endocrinologist and have your levels checked. This will assist with developing greater muscle mass in your outer shoulders, body hair, facial hair etc. It can also play a large roll in your mental health. Next I doubt any surgeon would elongate the clavicle for asthetics. However the AC joint is somewhat forgiving as are the other surrounding structures. I would emphasis scapular training to draw the shoulders posteriorly and secondly train your medial delts heavily. This can definitely give the illusion or the effect of broad shoulders. Stretching your pectorals and not over training them will also assist with your goals. Good luck to you stay positive!! Painful and expensive. Have not heard of clavicle but maybe check with those guys.
